Smart and Skilled funding is open to Australian citizens, permanent residents, holders of a permanent humanitarian visa, or New Zealand citizens.

People with a disability or those receiving certain Centrelink payments (e.g. JobSeeker, Youth Allowance, Disability Support Pension) may qualify for a reduced fee or exemption.
